We really do not know what the universe is doing. From our vantage point we cannot see enough of a limitless entity to determine anything.
Perhaps the universe is expanding in our area of view but contracting somewhere else, far out of our view.
In any event, the universe is behaving as it should and we really do not know enough to do anything but make up stuff about it.
