As I'm using #uxn a lot recently, and I often run Windows #9x or 3.1, I've compiled uxncli and uxnasm for #DOS. I'm not going to compile uxnemu for DOS, though - instead I plan to make a Win 3.x port. http://usagi.sdf.org/soft/
No sources attached, as no fixes to the code were needed, or they were trivial.

Before win16 port, I gotta try to optimise uxn11, though.

I'd love to try and spin a win3.1 machine to try it out, any pointers on how to do that?

oh, very very nice (also, clang for dos cross compilation!!). I definitely will look at your code when writing mine!

For Win16 you probably won't even need an actual Windows 3.1 distribution; I think mini.cab from any Windows 9x distribution should suffice, just unpack it and change "shell=" variable in system.ini file to a Win3.1 program.
