The baffling part is that they assume small site admins and forum owners have "small thousands" just tucked away somewhere

I fucking hate what the internet has become. The vast majority of the evils that come from the net come from large centralised organisations, and in response they pass laws that are trivial for large centralised organisations to comply with, and crippling for small groups. It's mandatory centralisation.

What percentage of revenue is that for a forum that produces ยฃ0 (zero) revenue? My calculator says something about dividing by zero.

If Ofcom expect hobbyist to have a few thousand in their back pocket just for incidental costs of running something then they're clearly paying their staff way too much. Come to think of it, are they hiring?

they do not, and I've given them one chance to prove themselves and they have/will fail.
