Is every shop in the UK, who is selling records, vinyl, CDs and so on, required to have a licence for everything?

How I understand this, that's what they want valve to do.

Well Valve is one of the few companies willing to battle copyright trolls instead of settling (the Rothschild case comes to mind), so they might have gone for the wrong target this time.
