At least that's the wishful thinking of corposcum like Ubisoft. In reality the internet is already singing sea shanties and sharing bottles of rum. 🏴☠️
They in fact have to, even those who purchased the game but didn't have it installed when they killed it probably can't get it now. Even more of a reason to share it by and for people who OWN the game.
