FYI, the first proposal I ever saw for what are now being called "prediction markets", from the cypherpunks mailing list... or at least markets with the exact same mechanics as the prediction markets that are being heavily promoted today (by intellectual descendants of the cypherpunks), although they were proposed at first for a somewhat different purpose:
