This appeared several days ago, has apparently been downloaded and yet, despite automatic updates being enabled, it is still showing as a notification. The phone spends all night in a charger, so that shouldn’t be a limiting factor. Just more poor software.

I think automatic updates apply to apps not to the OS. It’s different than MacOS, presumably because there are factors like battery level and connectivity involved. The “Install Now” link indicates that it has been downloaded and is ready to be installed IIRC.

@AlanSill That automatic updates switch is on the OS update page though. This has to be for the OS (and it used to work).

There is another one for the App Store settings which does app updates (that works, except on devices with parental controls where it makes me update apps manually, one at a time, and enter both my password and the child’s password for each one).

@AlanSill They’d explained it a while back. I can’t remember the explanation, but Craig I believe said the auto update does work but not for a week or two after the download.
