Steam refunds get adjusted to account for pre-release playtime

Valve announced a small tweak to their refund policy, which closes a small loophole left open for Early Access and Advanced Access.

IMO it should be the other way around - consumers should be able to refund early access games anytime during this stage, and Steam should allow another 2h of playtime after full release. It's early access - consumers are testers, what if game turn to be a dud or stuck in ea forever? IMO this change shifts responsibility to consumer over unfinished product. It's not fair.
