Use -U instead of -N when upgrading, -N will rebuild any packages with use flags added/removed (hence all of the python packages after python3.8 was removed), -U will only rebuild packages with enabled/disabled use flags

I use: sudo emerge --ask --verbose --update --deep --newuse @world

sorry, -N is the short flag for --newuse and -U is the short flag for --changed-use
