The best engine doable with current technology is the Nuclear Salt Water Rocket. It uses Plutonium or Uranium brime as propellent and shoves it through a tiny hole with a turbo pump so that the fuel goes supercritical only once it exits the rocket, thus allowing a theoretical top speed of 6% the speed of light while most of the radiation exits into the vacuum of space, thus solving the main problem with nuclear thermal rockets. Now we just need the stupid blockheads in Congress to authorize this for the good of the country and for the environmentalists to shut up and let these engines be used in the vacuum of space.
