@Kenny Chaffin Even if it did, a few minutes of time for a small number of astronauts doesn't add up to much.

I suspect that China's entry may have more to do with the 2020--2021 bump.

The Tweet mentions both the increased traffic to the ISS (increasing its crew complement) and, as I'd noted, the Chinese Tiangong space station, current crew complement 3.
