I never really thought about how UI design doesn't achieve complete consistency on this.

Even in Gnome, the Dock, Panel items and Application Launcher are all single click, despite some being icons

If I drag an Application Launcher onto my desktop and mark it launch-able, that is double-click.

It must be learnt experience with contextual cues from the device being used.

Now I think about it, if I detach my keyboard from my hybrid laptop I'd like Gnome to switch to single-tap.

How many people coming from windows actually like or understand the interaction? I have watched people on windows struggle to open a file because they keep selecting it. Or try to select a file and start renaming it. But when they want to rename a file they can't figure it out. Its a terrible UX. Maybe something different but simpler is a good default.

for those too young to have known Windows 98, MS actually tried to introduce single-click to open, because it was similar to the Web experience, but they had to back-off anyway…
