I'm guessing its a combination of "AI" and general stupidity. In terms of general stupidity there seems to be a trend wherein understanding of tech has been supplanted by being fascinated with tech and treating it like magic.
I hate modern tech journalism as much as the next guy but this looks totally fine by my standards. The part where you marked as "very poor performance" in your video still looks playable, which is more than I would expect from Steam Deck.
I think 'adequete' is very subjective with this game. I've been playing it only on the Deck and I've been having a fine time with it, even in big cites. But I tend to play RPGs very slowly and the low-FPS just doesn't bother me for being able to pickup the Deck and play for half hour.
Does it run well and always above 30? Absolutely NOT. Does Bethesda have a lot of optimization to to with this game? Absolutely.
But, depending on your tolerance, it is playable to a degree.
I'm glad I never entertained the idea of playing it on the Deck (plus we didn't get any Steam keys, only Xbox/MS) because the way it plays on my PC is bad enough right now lol
Should route them to the Hardware Unboxed video where they test it with 4090/DDR5 and found that only 3 cpus older than 2y/o can run the game at 1080p60fps MEDIUM because its THAT CPU intensive.
