Master PDF if I can't manipulate them to my liking using FOSS tools.

I use GIMP. When I have to sign a PDF, I open it in GIMP and sign the PDF document.

Too-big DTP packages, rearrangers or slicers are to me no real and no good PDF writers (never the best ones) A viewer (okular) is also no writer as the name tells.
Also you miss really good writers like PDFEdit, Poppler or Inkscape. (Why?)

I use PDF Sam a lot... but I like that there are titles in your list I did not know exist... I will give them a try!

I've used LibreOffice Draw but I haven't tried any of the other ones

Okular for my daily needs, and Master PDF for more advanced tasks.
