didn't they try this a few years ago and it was a total flop? I seem to remember some city in Germany did this in favor of SUSE maybe but the workers could not adapt/their IT departments struggled too much and went back to Microsoft

Bavaria is sinking millions of euros into Microsoft for this.

One state of 16 has so far taken this path.
