The birds are not supposed to be on top of the tropical hothouse cabinet, but if they're being quiet I sometimes pretend not to notice and let them hang out up there for a bit.
A friend of mine who allows her #parrots to #FreeFlight in her home, uses similar vests to keep the bird poop from messing the house, and also for harnesses to leash and keep them from flying away outdoors.
It might sound weird to non-bird people, but it's actually very practical.
