To be honest I'd do these strategies in reverse. Working together, then growing alternatives, then breaking up as your LAST step.
My building has a Facebook group and I wish it were not so. I found it nearly impossible to get 200+ people onto a different solution at the same time, not to mention the accessibility issues that arise when moving to a less-polished platform.
Maybe one day I will succeed but I'm going to have to get to know my neighbors even better first
