I am a dual US/Australian citizen. That doesn't mean I am half one and half the other. I am 100% a citizen of both countries. I even have to turn in tax forms and potentially pay both countries every year. I also vote in all the elections for both countries. Last year I laughed and felt really good about voting for who was going to manage Kent city sewerage in Washington State. That is an immensely important job, because it protects all our health!

Good ideas, and many thanks for the suggestions. We'll try that. It came from a grandfather, and we can well imagine it could be a gardening tool of some sort
if you look at modern handheld rotating hoes, they do have a design like that, but always with a longer handle. Just from reading online they seem to have been for weed removal. I wonder as the grandfather was a gardener if yours might have been a short one for getting under bushes or taller plants. But that's just an uneducated guess.
It's a lovely object anyway, and I hope you find a definitive answer! I would love to know too, so I'll check back on this thread later.
