It's very hard for me to understand the actual terms in the order, but it seems the main thrust is to allow Android OEMs to de-Google-ify their phones. I think it means the following:
They won't need to install Chrome nor make Google be the default search engine for any browser installed, and they don't need to install Google Play, but they can install Google Play but must be allowed to do so without any other requirements.
