Today's humbling delivered by the past. I have a paper last year arguing that adding delays to spiking neural networks is more important than weights. Here's Maass and Schmitt rigourously proving it with VC dimension almost 30 years ago.
Hi, I'm the guy who used to oversee the federal government's agency IT telecommunications contracts. This is extremely bad. There is absolutely no need for this. Not only is it a huge security exposure, but the simplest explanation for this is that it is meant to be a security exposure.
Musk's "joke" calling Social Security recipients "vampires" reveals a lot: He sees retirees as parasites who don't deserve economic security.
That's why he's going after Social Security. Trump's lies should fool no one on this front.

Building a Retro Linux Gaming Computer Part 47: Before I Was Born

What's up with mastodon.social instance @Gargron?
Yesterday it was cdn.concert.io and today it's admanager.concert.io.
There is absolutely no explanation over why they are integrated with the instance. Once again thanks to #TrackerControl which exposed these integrations.
It's time to ditch the mastoson.social instance.
hey, thanks for the clarification. I found the reason why it happens. It appears that mastodon.social and concert.io are depending upon fastly.net for CDN services and hence there is an overlap of IP address which #TrackerControl identifies as an outgoing request to the Advertising portal concert.io.
Apologies for the trouble @Gargron. I will take this as an issue with #TrackerControl to see what can be done.
Can this networks wisdom help me out?
Yesterday I ended up with a small splinter of metal (from a screw) in the tip of my index finger. No worries, I figured it'll come out by itself.
This morning, turning on the tea kettle, I felt a faint buzzing sensation. Not painful, but not pleasant either.
After some experimenting it seems to be the metal splinter reaction to (very) nearby electric fields (transformers etc).
Is this some type of parasitic capacitance?

We need to remember that it is the United STATES. "State" is another word for country. Each state has the right to protect its citizens from an out of control federal power which threatens their well-being. Women, children, people of color, the queer community, the disabled, etc are all human and have innate human rights.
You have power within your particular state. Use it!
like this
We have to be careful about States Rights. It is also being used to have the "right" to abuse trans children (among other things).
For states who care about all their citizens we need to make our own constitutions which are clearly about inviolable human rights. We want to include and protect, rather than exclude and abuse.
One very easy way to go about this is to start by simply ratifying the UN Universal Declaration of Human Rights in your state. If enough states do this, it's on its way to becoming a Federal standard. This also means we can ally with other states (countries) both within our continent AND internationally who have also ratified it. This puts you in good company with countries like Finland, Germany, Japan, Liberia, New Zealand, and more.
When the original thriteen colonies of the US federated, it was then able to strike a treaty with France in order to better negotiate with Britain about their independence. This did result in a war, but steps were taken before hands were forced.

the queensland department of transport and main roads seems to be entirely aware that their poor font choice makes it borderline impossible to distinguish zero and O. yet they refuse to change it.
they are, however, confident that a pedestrian will be able to distinguish I and 1 on a vehicle that flies past them at 110km/h. a sickening display of hubris and recklessness.
i know someone who has a personalised QLD plate that contains a 0 and an O, something like "0H Y34H". there's a shopping centre with a licence plate recognition camera that frequently misreads it as "OH Y34H".
they have to press the intercom button and ask security to let them out because the boom gate won't open. security just opens the gate, even if they would have had to pay for parking because they were there for more than three hours. a blessing and a curse.
UK registration mark fonts (various have been used over the years, albeit with a similar overall look) have the same problem, however our registration marks have always had separate known groups of letters and numbers so its clear from the positioning whether the mark should contain a letter or number at that point..

And then they said, after we gave this talk someone told us about a paper that had done something similar in a different way 10 years ago, and they looked and found out it was actually equivalent. And then they wondered if it had been done before that, and sure enough they found a paper 10 years before that, that again did the same result in a different theoretical framework. They kept going and eventually found it had first been proved in the 19th century, and rediscovered every 10 years or so since!
To be fair in this case what we showed was a little different. It's one thing to show that it's theoretically possible to learn XYZ with spiking neural networks but in practice nobody knew how to train them in a general purpose way until the late 2010s so I guess many people felt that these theoretical results on learnability were not that relevant? What we showed then was that in practice they do better, as well as in theory. But ye

in reply to Dan Goodman • • •also true for anything interdisciplinary. In grad school i saw a talk by an evolutionary biologist who studied microbes (Historically totally separate fields).
He presented some exciting findings that got published in Nature, but some microbiologists in the audience thought that the results had been common knowledge for decades. In science it is interesting how something that is extremely exciting and novel in one context could be considered trivial in another.
